Zelenskyy Links Drone Assistance to Demands for Diplomatic Support on Russia

Ukrainian President Volodymyr Zelenskyy is offering the United States and Middle Eastern allies invaluable drone defense expertise — but not unconditionally. In announcing that Ukraine would share equipment and specialists to help counter Iranian Shahed drones, Zelenskyy made clear that the assistance is linked to an expectation of diplomatic support for Ukraine’s efforts to end the war with Russia.
The announcement followed requests from multiple governments. Zelenskyy confirmed phone conversations with leaders from the UAE, Qatar, Bahrain, Jordan, and Kuwait, as well as a formal US request for assistance. He ordered both equipment and technical experts to be provided, while articulating a clear principle: Ukraine helps those who help Ukraine achieve a just and lasting peace.
This diplomatic calculus reflects a sophisticated foreign policy approach. By tying military cooperation to political expectations, Ukraine is using its technological edge as leverage in international negotiations. Nations that benefit from Ukraine’s drone expertise become stakeholders in Ukraine’s security and, by extension, in the push to resolve the conflict with Russia on favorable terms.
Ukraine’s expertise is genuine and hard-won. Four years of sustained Shahed drone attacks from Russia — including a single barrage of over 800 drones in one night — have made Ukraine the world’s most experienced practitioner of mass drone defense. The interceptor systems developed in response, costing as little as $1,000 per unit, have proven their worth in the most demanding combat environment imaginable.
Zelenskyy also acknowledged that the Middle East crisis has complicated the diplomatic landscape, delaying planned Russia-Ukraine peace talks. But he argued that assisting US and Gulf partners strengthens rather than weakens Ukraine’s position, because it deepens the network of allied support that Kyiv will need to secure a favorable outcome to the war.
